There is a widespread misconception among collectors of Japanese medal that the same person could not be awarded with these two twin medals.

Of course one person could be awarded with both medals. But those who have been awarded the 1914-20 War medal were not permitted to wear the 1914-5 War Medal.
Imperial Edict No. 41 of March 10, 1920.

Army ordinance No. 2756 of 21st June 1921 also states:

"Those given the war medal with the wording on the rear saying 1914-1920 War may not wear the medal with the words 1914-1915 War written in the rear".

But not all cavaliers followed the rules.
