自治制発布50周年 - 50th Anniversary of the Establishment of the Self-Government System /During Japan's Meiji era, the City and Town/Village System (Shisei Chōsonsei) was established in 1888 to replace older, feudal-era administrative structures with a modern, centralized municipal system based on Prussian models. This reform replaced the old "han" (domains) with prefectures and then reorganized villages into merged, more uniform administrative units, significantly reducing the number of local government bodies from over 71,000 to about 15,000 through a "great merger" process. This system aimed to create a modern, standardized local government structure, with cities, towns, and villages as the basic units, and established the framework for a modern address system.
