"In memory of the 50th anniversary of Zemstvo institutions" badge was established on January 3, 1914. The badge is an oval wreath of laurel and oak branches. The state coat of arms is superimposed on the top of the wreath. Inside the wreath there is an oval shield covered with radiant dark green enamel with intertwined cyphers of Alexander II and Nicholas II beneath the Imperial crown. Seven shields with emblems of various branches of activity of zemstvo institutions are superimposed on the wreath. On the left branch of the wreath there are shields with the image: an open book - the emblem of enlightenment; sickle and sheaf - the emblem of agriculture; an ax and an anchor - the emblem of transport. On the right branch of the wreath there are shields with the image: a snake with a Hippocrates bowl - the emblem of medical care; the rod of Mercury is the emblem of commerce; the capital of the column is the emblem of construction. In the lower part of the wreath, above the intersection of the branches: scales - the emblem of judicial proceedings. The branches of the wreath are tied with a ribbon, on which there are raised dates: 1864 is the year of the approval of the Regulations on provincial and district zemstvo institutions, and 1914 is the year of the fiftieth anniversary. The badge had two grades: Gold - a wreath, the state emblem, the monogram of Alexander II and the ribbon are gold, and the monogram of Nicholas II, the crown and shields with emblems are silver. Silver — all metal parts of the badge are oxidized silver. The right to wear badges was determined by the official's rank: gold badge was given to officials holding positions of at least VI class upon presentation directly to the Minister of the Interior while silver badge was awarded by Governor-Generals to officials up to VII class inclusive.

Внутри венка расположен овальный щиток, покрытый лучистой амалью темно-зеленого цвета с расположенными на ней переплетенными вензелями Александра II и Николая II, увенчанными Императорской короной. На венок наложены семь щитков с эмблемами различных отраслей деятельности земских учреждений. На левой ветви венка расположены щитки с изображением: раскрытая книга - эмблема просвещения; серп и сноп - эмблема сельского хозяйства; топор и якорь - эмблема транспорта. На правой ветви венка расположены щитки с изображением: змея с чашей Гиппократа - эмблема медицинского обеспечения; жезл Меркурия - эмблема торговли; капитель колонны - эмблема строительства. В нижней части венка, над местом пересечения ветвей: весы - эмблема судебного производства. Ветви венка связаны лентой, на которой находятся выпуклые даты: 1864 - год утверждения Положения о губернских и уездных земских учреждениях, и 1914 - год пятидесятилетнего юбилея.

Знак был двух видов:

а) золотой — Венок, государственный герб, вензель Александра II и лента золотые, а вензель Николая II, корона и щитки с эмблемами серебряные.

б) серебряный — Все металлические части знака серебряные оксидированные.

Право ношения знаков определялось должностным положением чиновников, при этом право на золотой знак имели чиновники, занимающие должности не ниже VI класса по представлению непосредственно Министру внутренних дел, а присуждение серебряного знака производилось Генерал-Губернаторами чиновникам до VII класса включительно.​

"In the second half of the 19th century, some Moscow metal workshops began to produce a new type of product - signs, medals, tokens. One of the first among them was the workshop of Xenophon Abramovich Zbuk.

The workshop began operating in 1843. It was located in the Sushchevskaya part of the city, in the Zbukov house. In 1869, Xenophon Abramovich expanded production by opening a nail factory in the same premises, which, however, did not last long. The manager of the metal workshop was the owner himself, and later his wife Alexandra Nikolaevna.

In 1890, not just a workshop, but a factory was registered in the name of Xenophon Zbuk’s son, Vasily. The largest number of products produced by the Zbukov family belongs to Vasily. These are plaques, badges, fittings, medals, St. George's crosses, tokens, stamps, etc. At this factory, 3 workshops and a department for “figurative production” were set up. By 1890, the number of workers here had increased to 40, and in 1916 it was already a factory of metal and uniform products, employing 84 workers.

The events of 1917 did not stop the life of the factory on Sushchevka, but now it obeyed the laws of new times and adapted to its realities. On January 18, 1921, the enterprise, the owner of which until that time remained V.K. Zbuk, was nationalized, came under the jurisdiction of the Ministry of National Economy, and then leased to the cooperative partnership "METHOS", whose board included Vasily Ksenofontovich.

The temporary inactivity of the factory, caused by the Civil War, devastation, and the restructuring of the entire economic structure of the country, is over. In November 1921, the factory, with 13 workers remaining, was reopened. However, at first, orders were not received, there were no materials necessary for their manufacture, while the production program established for all enterprises provided for the annual production of 50 thousand gross buttons, 2,500 thousand shoe blocks, 500 thousand Red Army badges. In November, the factory produced 40 thousand badges of the maritime department, but their implementation began later. In December 60 thousand were already produced and in January 1922 - 76 thousand 625 badges. The production of other products gradually increased.

In 1924-1925, the tenant of the factory was N.K. Bordyukov, who continued the production of badges. The next tenant, the Red Stamp partnership, significantly expanded the range of products manufactured by the establishment.


Во второй половине XIX века некоторые московские мастерские металлических изделий начали выпускать новый для них вид продукции — знаки, медали, жетоны. Одной из первых среди них стала мастерская Ксенофонта Абрамовича Збука.

Мастерская начала работать в 1843 году. Располагалась она в Сущевской части города, в доме Збуков. В 1869 году Ксенофонт Абрамович расширил производство, открыв в том же помещении еще и гвоздильную фабрику, которая, однако, просуществовала недолго. Управляющим металлической мастерской был сам хозяин, а позже — его жена Александра Николаевна.

В 1890 году на имя сына Ксенофонта Збука — Василия была зарегистрирована уже не просто мастерская, а фабрика. Наибольшее число изделий, выпущенных семьей Збуков, принадлежит Василию. Это — бляхи, значки, арматурки, медали, Георгиевские кресты, жетоны, марки и т.д. На этой фабрике были устроены 3 мастерских и отделение для «образного производства». К 1890 году количество работавших здесь увеличилось до 40, а в 1916 году это была уже фабрика металлических и форменных изделий, на которой трудились 84 рабочих.

События 1917 года не остановили жизнь фабрики на Сущёвке, но теперь она подчинялась законам нового времени и приспосабливалась к его реалиям. 18 января 1921 года предприятие, владельцем которого до того времени оставался В.К. Збук, было национализировано, поступило в ведение МСНХ, а затем сдано в аренду кооперативному товариществу «МЕТХОЗ», в правление которого вошел и Василий Ксенофонтович.

Временное бездействие фабрики, вызванное Гражданской войной, разрухой, переустройством всего экономического уклада страны, закончилось. В ноябре 1921 года фабрика, на которой осталось 13 рабочих, вновь была пущена. Однако первое время заказы не поступали, материалов, необходимых для их изготовления, не было, тогда как производственной программой, установленной для всех предприятий, предусматривался ежегодный выпуск 50 тысяч гросс-пуговиц, 2500 тысяч сапожных блочек, 500 тысяч красноармейских значков. В ноябре фабрика выпустила 40 тысяч знаков морского ведомства, но реализация их началась позже. В декабре было изготовлено уже 60 тысяч, а в январе 1922 года — 76 тысяч 625 знаков. Постепенно увеличивался выпуск и других изделий.

В 1924—1925 годах арендатором фабрики был Н.К.Бордюков, продолживший изготовление значков. Следующий арендатор — товарищество «Красный штамп» — значительно расширил ассортимент выпускавшихся заведением изделий."
