It was established nationwide in 1939 by integrating former military affairs branches and bereaved family support groups. Its mission was to provide support to the families of soldiers who had been sent to war, while also encouraging wartime citizens to fulfill their military service obligations and cooperate with the war effort through the provision of resources, in other words, "protecting the home front."
