Matsui Hyozaburou /松井兵三郎,1874; September 20, 1937/ was born in Kyoto Prefecture. He graduated from the Army War College in 1896 and served in the Russo-Japanese War, World War I, and the Siberian Intervention. He became an army infantry second lieutenant in the 1897. He served as a staff officer at the General Education Inspectorate, an instructor at the Army Toyama School, an instructor at the Army Artillery School, commander of the 42nd Infantry Regiment, and chief of staff and military administration for the 14th Division. He was transferred from the head of the Aviation Division of the Military Affairs Bureau to commander of the infantry garrison in Qingdao (China) in 1920, after that he served in many front-line command positions. He became chief of staff of the Sakhalin Province Expeditionary Army in 1923, attached to the 5th Division Headquarters in 1927, and commander of the 1st Infantry Brigade in the same year. In 1929, he was promoted to lieutenant general and served as commander of the military police. He became commander of the 16th Division in 1927.
