Mark ヒ on japanese orders and medals: when and who

As of today the actual owner of mark /hi/ remains unknown.

So as of today the proved time horizon for this mark is 1915-1929.

That's exactly why this mark could not be used by the Hiroshima branch of the Japanese mint (popular "legend" says that Hi /ヒ/ stands for Hiroshima).

was made only in 1942.

The new branch was planned to be used for the minting of Japanese puppet states coins.
But first coins were minted only in February 1945 (five months before the atomic bombing).
