Marked with М vs. Unmarked: Comparative Analysis of Auspicious Clouds and Pillars of the State

Will it be safe to say that all Clouds without M mark are not made by a Japanese mint but by the Manchukou mint?
Let's compare a two3rd class Auspicious Clouds badges.
One is unmarked (it is on the left) and the other is marked with M.
