When awarding persons with orders of the highest classes embroidered order stars are issued from the Kapitul /Chapter/ except for the star of the Order of St. Anna with the Imperial Crown which is forged.
According to a long-established custom a cavalier having received an order of the highest class buys a forged star at his own expense instead of an embroidered one. From the affairs of the Chapter of Orders it is clear that when some foreigners were awarded knights of the Russian Orders, they were given from the Chapter, by special Highest command, forged stars instead of sewn ones, namely, in 1853 such a star of the Order of St. Stanislaus 2nd class to the aide-de-camp of His Majesty the Emperor of Austria, Colonel O'Donnell.
Throughout the year embroidered breast stars are issued from the Chapter up to approximately 300. Each sewn star costs 2 rubles 80 kopecks in silver at the procurement price, and all 300 stars cost 840 rubles in silver. On the occasion of the end during this year of the contract for the supply of orders information about the price of forged stars was selected and the lowest price was announced by the jeweler Keibel, at a price of 12 silver rubles for each.
When this price is taken into account with the annual supply of sewn stars, it turns out that the unnecessary cost of preparing forged stars is up to 2,500 rubles in silver. This amount, with the present significant reduction in prices for order badges, extending to 16,797 rubles in silver, will not constitute any burden for the State Treasury and will not require special recovery from the gentlemen upon award, especially since subsequently, when the forged stars are returned to the Chapter, many of them can be converted into good ones, and old ones into alloy, and since they contain 10 spools of pure silver, a fairly significant amount can be gained from this, and even more so the cost of making these stars will be reduced.
Submitting this to the discretion of YOUR IMPERIAL MAJESTY, I accept the courage to ask the Highest permission to issue from the Chapter henceforth, with the Most Gracious award of orders of the highest classes to all gentlemen forged stars, instead of sewn ones, which will be abolished altogether.
Forged stars should be made weighing 10 spools from 84-carat silver, with a gold overlay on the medallion, for the strength of the enamel, and exactly according to the model approved for the star of St. Anne of the 1st class with the Imperial Crown. The introduction of these stars will not require any special correction in the statutes, for only in one of them, namely, in the Statute of the Order of St. Stanislaus, the star is called an embroidered one, but in others the stars are called silver.

При пожаловании лиц орденами высших степеней выдаются из Капитула шитые орденские звезды, кроме звезды ордена св. Анны с Императорскою короною, которая выдается кованою.
По принятому с давних пор обыкновению, кавалер, получив орден высшей степени, покупает на собственный счет взамен шитой звезду кованую. Из дел Капитула Орденов видно, что при пожаловании некоторых иностранцев кавалерами Российских Орденов выдавались им из Капитула, по особому Высочайшему повелению, вместо шитых кованые звезды, а именно, в 1853 году пожалована была таковая звезда Ордена св. Станислава 2-ой степени флигель-адъютанту Его Величества Императора Австрийского полковнику О-Донелю.
В течение года выдается из Капитула шитых звезд, примерно до 300. Каждая шитая звезда стоит по цене заготовления 2 рубля 80 копеек серебром, а все 300 звезд — 840 рублей серебром. По случаю окончания в нынешнем году срока контракту на поставку орденских знаков, отобраны были, между прочим, сведения о цене кованых звезд и низшая цена объявлена ювелиром Кейбелем, по цене 12 рублей серебром за каждую.
При соображении этой цены с годовой поставкою шитых звезд, получается излишнего разхода на приготовление кованых звезд до 2500 рублей серебром. Сумма эта, при настоящем значительном понижении цен на орденские знаки, простирающемся до 16 797 рублей серебром, не составит никакого обременения для Государственного Казначейства и не потребует особого взыскания с кавалеров при пожаловании, тем более, что впоследствии, при возврате кованых звезд в Капитул, многие из них могут быть обращены в годные, а ветхие в сплавку и, как в них заключается 10 золотников чистого серебра, то от сего может быть выручена довольно значительная сумма и тем более уменьшится расход на изготовление этих звезд.
Представляя о сем на благоусмотрение ВАШЕГО ИМПЕРАТОРСКОГО ВЕЛИЧЕСТВА, приемлю смелость испрашивать Высочайшего соизволения на выдачу впредь из Капитула, при Всемилостивейшем пожаловании орденами высших степеней, всем кавалерам кованых звезд, вместо шитых, которые и отменить вовсе.
Кованые звезды делать весом в 10 золотников из серебра 84-ой пробы, с накладкой золота на медалионе, для прочности эмали и совершенно по образцу, утвержденному для звезды св. Анны 1-й степени с Императорскою короною. Введение сих звезд не потребует в статутах особого исправления, ибо только в одном из них, именно, в Статуте ордена св. Станислава, звезда названа шитою, а в прочих звезды именуются серебряными.
