Interesting and practically unknown award. 國徽章 could be translated as National Emblem; National Badge; National Insignia.
Unfortunately at present no reliable information regarding origins of this award was found.

中國官公署指定 - Appointed by the Chinese Government Office

正信儀 - Zheng Xin Yi

 

4th class.

Badge has obvious differences in details and workmanship.

Engraved number 152 (or 752) could be added by cavalier (or someone else) since Republican orders and medals usually have punched numbers or no number at all.
