Cross was awarded to /or privately commissioned by/ Lieutenant Colonel John Fraser Neilson , C.B.E., D.S.O. (1884-1962).
London Gazette: 3 November 1916: "... in recognition of valuable services rendered by him while attached to the Imperial Russian Army".
Born in Glasgow, Neilson was educated at Uppingham and Sandhurst before joining the 10th Hussars in India as a 2nd Lieutenant in March, 1904. He served in South Africa before going to Russia in December, 1913 and was already attached to the Russian Armies on the outbreak of the Great War. He married Helen Vera, daughter of William Cazalet of Moscow in 1916 (d 1930). His D.S.O. was gazetted on 24 January 1917 and he became C.B.E. in 1919.
