The Original Regulation of the Red Cross Badge for the Russo-Turkish War of 1877-1878 for Non-Christians

PERSONAL IMPERIAL DECREE, GIVEN TO THE MINISTER OF THE IMPERIAL COURT, PUBLISHED ON FEBRUARY 1, 1880.

On the establishment of a special badge of the Red Cross for Non-Christians.

THE SOVEREIGN EMPEROR, by a decree given to the Minister of the IMPERIAL COURT on the 13th day of March 1879, in recognition of his gratitude for the useful actions of those persons of both sexes who, during the war against the Turks in 1877 and 1878, took part in the activities of the Society for the Care of the Wounded and Sick Warriors, which is under the Highest Patronage of HER IMPERIAL MAJESTY, THE EMPRESS, or through personal service or material assistance, has most deigned to establish a special badge, under the name: "badge of the red cross" and to approve the Rules for this badge and its design.

Now, in view of the fact that among the persons who have rendered various services to the aforementioned Society, there is a certain number of non-Christians who, along with others who participated in the activities of the Society, have the right to receive the established badge of the red cross, the SOVEREIGN EMPEROR, on the 28th day of August 1879, has deigned to establish "a special badge of the red cross specifically for non-Christians" and approved the design of this badge.
